Rock Anchors
Rock anchors are high strength steel bars or strands that are drilled and grouted into the underlying rock and are generally used to:

Anchor uplift forces

Stabilize slopes foundations rock walls and cuts
Soil Anchors
Soil anchors are high strength steel bars or strands that are drilled and grouted into the underlying soil and are generally used to:

Support structures for excavations such as sheet pile walls, soldier piles and lagging.

Transfer external forces to the ground; e.g., wind, earthquake

Stabilize material or excavated slopes
Both types of anchors can be pre-stressed. A design load tension is put on the anchor. In order for the anchor rod or the structure it is anchoring to move the tension force has to be exceeded.
